Broka was born on September 30, 1925 in Viļāni parish, Rēzekne municipality. She was active from her early days and encouraged musical life in her native Latgale, Latvia's east.
A notable educator, she taught generations of accomplished musicians and saw her educational work as greatly important in her life. It was important for her to "see even tiny footprints of my work as I look back".
Broka was the chief conductor in three successive Song and Dance Festivals, and has received the Order of the Three Stars, Latvia's highest civil decoration.
