In 2020 construction output grew by 2.7% in Latvia

The latest data published February 10 by the Central Statistical Bureau of Latvia (CSB) show that, compared to 2019, in 2020 construction output increased by 2.7 % (according to calendar adjusted data at constant prices).

Construction output rise was observed in specialized construction activities (of 8 %) and construction of buildings (0.9 %), but drop – in civil engineering (1.5 %). 

Compared to the fourth quarter of 2019, in the fourth quarter of 2020 construction output rose by 2 %, according to calendar adjusted data at constant prices. Growth was recorded in civil engineering (of 6.3 %) and in specialized construction activities (4.2 %), whereas in construction of buildings there was a downturn of 4.4 %.

Compared to the corresponding period of the previous year, construction output growth in civil engineering was influenced by significant rise in construction of roads and railways (of 16.8 %). Construction output decline, in turn, was registered in construction of utility projects (of 8.9 %), water projects and other civil engineering n.e.c. (9.2 %).

In specialized construction activities, construction output rise was registered in other specialised construction activities and building completion and finishing (plastering, floor and wall covering, painting and glazing, etc.) – of 20.6 % and 7.4 %, respectively. Decline, in turn, was observed in electrical, plumbing and other construction installation activities (of 1 %) and demolition and site preparation (of 7.9 %).

Compared to the third quarter, in the fourth quarter of 2020, construction output rose by 4.4 % (according to seasonally adjusted data at constant prices), of which construction of buildings – by 1 % and civil engineering – by 19.9 %, but specialised construction activities – reduced by 1.7 %.

Building permits granted2

In 2020, 3 120 building permits were granted for the construction, capital repairs, reconstruction and restoration of residential buildings with the total floor space of 874 thousand m2, of which 2 340 permits with the floor space of 651 thousand m2 were issued for construction of new buildings. Out of the total number, 1871 permit was granted for construction of one-dwelling buildings (with intended floor space of 400 thousand m2).

In its turn, 1699 building permits were granted for construction, capital repairs, reconstruction and restoration of non-residential buildings with the total floor space of 1298 thousand m2, of which 1117 permits were issued for construction of new buildings with the intended floor space of 638 thousand m2. 287 building permits were granted for construction of industrial buildings and warehouses with the total floor space of 482 thousand m2, of which 176 permits were issued for construction of new buildings with the total floor space of 237 thousand m2.

In the fourth quarter of 2020, 771 building permit was granted for the construction, capital repairs, reconstruction and restoration of residential buildings with the total floor space of 219 thousand m2, of which 614 permits with the floor space of 165 thousand m2 were issued for construction of new buildings. Out of the total number, 504 permits were granted for construction of one-dwelling buildings (with intended floor space of 103 thousand m2).

472 building permits were granted for construction, capital repairs, reconstruction and restoration of non-residential buildings with the total floor space of 466 thousand m2, of which 315 permits were issued for construction of new buildings with the intended floor space of 194 thousand m2. 80 building permits were granted for construction of industrial buildings and warehouses with the total floor space of 201 thousand m2, of which 47 permits were issued for construction of new buildings with the total floor space of 69 thousand m2.
