Audit to look at Rail Baltica's contracts in Latvia

KPMG Baltics will audit the management of the contracts for the construction of the international stations and the design of the main route of the Rail Baltica project, said the Ministry of Transport on September 19.

The objective of the audit is to provide an independent, objective assessment of the management of the contracts concluded between the project implementers in Latvia and the Rail Baltica joint venture and to make recommendations to improve the contract management and financial processes, including further cost escalation mitigation measures.

The audit will be carried out in two parts - the first part analyzing the contract concluded by EDzL with BERERIX in 2019 for the design and construction of the Rail Baltica Riga railway bridge, embankment and Riga Central passenger station complex, and with B.S.L. Infra for the construction of the Rail Baltica railway station at Riga Airport and related infrastructure.

The audit will assess the procedures for ordering, accepting and paying for works, as well as the evaluation and decision-making process for amendments to works contracts with financial and time implications.

The second part will assess the changes in RB Rail's management processes for design contracts, the processes put in place and their effectiveness in line with the findings and recommendations of the 2022 audit.

The contract between the Ministry of Transport and KPMG Baltics was concluded for a total amount of EUR 36 400 excluding VAT. The contract is co-financed by the Connecting Europe Facility (CEF) project funds.
