Watchdog allows collaboration of electric car charging networks in Latvia

The Competition Council (KP) decided to allow the agreement announced by JSC Latvenergo, State JSC Road Traffic Safety Directorate (CSDD) and JSC Unifiedpost, which will ensure the cooperation of public electric car charging networks, KP said August 17.

As a result of the agreement, Latvenergo's charging network “Elektrum Drive” customers will be able to charge their vehicles in the CSDD e-mobi network using Latvenergo authentication tools and settlement procedures, and vice versa. This will ensure smooth user authentication, payment and related services.

As part of the agreement, it is planned to maintain mobile applications for both CSDD and Latvenergo. In order to achieve the goal of the agreement, the creation of a joint application is not necessary.

The terms of the agreement provide for mutual information between competitors on charging rates and their methods of application.  KP explained that the agreement only provides for the exchange of information on the services provided to the other party's customers. This reduces the amount of information exchanged to the minimum necessary for the execution of the agreement.

It follows from Section 11 of the Competition Law that an agreement regarding the direct or indirect setting of prices or tariffs in any way or the rules of their formation, as well as the exchange of information which relates to prices and sales rules, is prohibited. However, competition law permits agreements between competitors which contribute to improving the production or marketing of goods or to the economic development of goods, which benefits consumers.
