The manual summarizes practical recommendations for State administration and local government workers, as well as all Latvian residents, to address manipulation in the information room, including disinformation.
The manual is an encouragement to move towards the goal that any resident of Latvia is able to resist the disinformation of the Kremlin and other players.
"Some individuals, radical groups, and also states, have made information a weapon for their goals and personal gain. Therefore, awareness of information manipulation techniques is a fundamental part of the skills needed for everyone to navigate the digital world of the 21st century," said one of the authors, Dr Mārtiņš Hiršs.
Ten authors from the Chancery and five universities collaborated in the making of the book: Mārtiņš Hiršs, Rihards Bambals, Nora Biteniece, Kaspars Zellis, Gatis Krūmiņš, Arnis Sauka, Ieva Miļūna, Toms Rostoks, Māris Andžāns, Evija Djatkoviča. The illustrations are authored by artist Elīna Brasliņa in the satire genre.
The manual will soon be available in printed form in all Latvian public libraries and is available in PDF format online.
