"We cannot regulate technologies because if we are saying some technologies are not allowed or should be banned, then there would be new technologies which would be maybe more dangerous, which are not mentioned in the regulation," he told the audience, "We should regulate the behavior of humans – what is allowed and what is forbidden," he said.
