Date of Rīga municipal elections could now change

The District Administrative Court has decided to grant an application by the small "Alternative" political party to change the date of the Riga City Council elections set by the Central Election Commission (CVK) to from April 25 to May 2, 2020, reported LTV on March 13.

It is also stipulated in the court ruling that the list of candidates will be adopted from 27 March to 2 April instead of 20 to 26 March.

The judgment of the Court shall be enforceable immediately. However, it is possible to appeal to the District Administrative Court within one month from the date of the full judgment - March 18.

The decision throws the whole complex business of dissolving Rīga city council, a task recently performed by Saeima with the help of a raft of legislative changes, into further confusion. Though the application by "Alternative" was not related to the coronavirus outbreak, that crisis is placing a further question mark over whether such a mass event should take place, with several parties already calling for the vote to be further delayed. 

However the CVK has pointed out that the Law on Dismissal of Riga City Council has higher force than the Law on Administrative Procedure. It stipulates that elections must be held on the first Saturday two months after the entry into force of this law, which would be April 25 as originally planned.
