Responding to journalists' questions at the House of Blackheads during the visit of Swiss President Didier Burkhalter, Berzins said that though Scotland's choice was "an internal matter" for the UK, he did have an opinion.
"My hope and belief is that Scotland will stay with the European Union," Berzins said.
His Swiss counterpart offered a more diplomatic line, despite his countrymen's famous enthusiasm for referendums on all manner of subjects.
"It's up to every country and every people to decide their own future so I don't want to make any recommendation to the Scottish people... we wouldn't like to get a recommendation from abroad before a decision of our people," Burkhalter said.
