71 members voted in favor of Kucina's approval, but one voted against.
Kucina has a PhD in international law and is elected associate professor of law at the University of Latvia. Kucina is the author of a number of scientific publications and studies.
She is currently Deputy Head of the Chancery, Head of the Office of the Presidential Advisers, Adviser to the President of Latvia on Issues of Rule of Law and EU Legal Policy.
Kucina's candidacy was initially advanced by Justice Minister Jānis Bordāns (New Conservative Party). Bordāns described Kucina as a professional lawyer who has experience in the Latvian law sector and on an international level.
The Constitutional Court is comprised of seven Justices, who are confirmed into office by the majority vote of the Saeima – with at least 51 votes. Three Justices of the Constitutional Court are confirmed upon the proposal by at least ten members of the Saeima, two – upon the proposal by the Cabinet of Ministers, and two – upon the proposal of the Plenary Session of the Supreme Court. The Plenary Session of the Supreme Court selects candidates for the office of a Constitutional Court Justice from among the judges of the Republic of Latvia.
