The commercial media will, as far as possible, have to dub or sub the public media content in minority languages. This is intended to provide the people of Ukraine fleeing the war with reliable information and to promote the learning of the official language.
Commercial media will have to disseminate the content in question in an unaltered way, i.e. it will not be permitted to be reassembled or modified. The original logo will have to be kept and references given.
The amendments to the Ukrainian Civil Peoples Support Law will enter into force on the day following their announcement, and the relevant framework will be in force until June 30, 2023.
As reported earlier, the Public Electronic Media Council (SEPLP), LTV and Latvian Radio management do not support the transfer of content to commercial media in the long term in concerns that it would reduce the audience of public media. European Broadcasting Union's representative, too, had reservations about the idea and told LTV that such practices do not exist anywhere else in Europe.
