At around 01:39 on the P48 Kārsava-Tilža-Dubļukalns road, police officers noticed a "suspicious" Volvo V70 whose driver crossed the center line of the road several times.
The officers stopped the car and found that it was being driven by a woman born in 1997, who had no driving license and who appeared to be under the influence of alcohol.
The woman's husband, who was under the influence of alcohol, and three minor children, aged seven and six, as well as an infant of only two months, were also in the car.
As both parents were unable to provide full care and safety for the children in their condition, the children were placed in the care of another family member.
Criminal proceedings have been initiated in connection with this event for driving a vehicle without a license and under the influence of alcohol, drugs, or other intoxicating substances.
An administrative offense has been brought against the mother for supervising her children under the influence of alcohol, which may limit the ability to ensure the child's safety and protection from possible threats to the child's life and health, if committed by the person responsible for the child's supervision.
The police stress that one of the most responsible and important tasks of parents is to take care of the life and safety of their children.
