MP Jakovins accused of document forgery

The Corruption Prevention and Combating Bureau (KNAB) has urged the prosecution to file charges against Juris Jakovins (Greens and Farmers Union), a Saeima deputy and doctor, and two lawyers in a criminal case for alleged forgery of a document, the LETA news agency reported on September 30.

The KNAB said that the evidence obtained in the investigation provides sufficient grounds to allege that a sworn advocate specializing in various legal services incited Jakovins, a general practitioner, to forge a medical statement for a colleague of the lawyer, a sworn advocate. The sworn advocate, in turn, allegedly submitted the forged statement to the Vidzeme District Court, thus obtaining a postponement of the hearing and delaying the proceedings in the civil case.

As reported by the Latvian Television program De Facto, the two lawyers involved in the criminal case are Edgars Atlācis and Agnese Kauce.

Sick leave certificates, statements and various other opinions on the health condition of a natural person provided by medical practitioners are considered documents, therefore the preparation and issue of a statement containing false information on the patient's actual health condition is treated as forgery of a document, the KNAB explained.

As a result of the pre-trial investigation, KNAB suggested to the Prosecutor's Office for Investigation of Crimes in the Service of State Institutions to bring charges against a sworn advocate for inciting to forge a document exempting from duties, as well as against a family doctor for forging a document and a sworn advocate for using a forged document.

The most severe penalty for such offences can be up to one year's imprisonment.
