The white blob was spotted by LTV's watching cameras making its way downstream to its mooring place near the busy Stone Bridge in the center of the Latvian capital.
The vaguely champignon-shaped art object is the responsibility of the national anti-graft agency, KNAB and is supposed to remind people that visible corruption is only the tip of the iceberg, despite the fact that the greater portion of the iceberg was seen to be floating above the surface, in a reversal of the secret submarine massiness for which icebergs have been renowned from the dawn of time, and because of which they strike fear into the heart of even the hardiest ancient mariner.
Appropriately enough Iceland is one of the countries (alongside Norway and Liechtenstein) contributing towards the campaign, hopefully not by means of a brown envelope found in the inside pocket of a coat.
