Defense Ministry halts €200m four-by-four purchase

The Defense Ministry is to cancel a tender for buying 4x4 vehicles worth about €200m, the ministry said March 8.

The ministry's procurement committee said that the tender has to be cancelled as the shortcomings previously identified by the Procurement Monitoring Bureau (IUB), Latvia's procurement watchdog, can't be fixed within the bounds of the current tender.

A new tender is to be issued as soon as possible. 

"Ensuring the mobility of the National Armed Forces is still critically necessary to improve combat capabilities. The responsible structural units must review the technical requirements set for buying armored transport," said Defense Minister Artis Pabriks (Development/For!). 

As reported, according to the procurement watchdog, the Defense Ministry has committed number of violations in the procurement procedure, failing to fully reflect its needs in documentation and amending tender requirements.

In particular, the watchdog concluded that, inter alia, there were methodological discrepancies into how the Defense Ministry chose the winning vehicles.
