The draft Law on the Construction of the External Land Border is being aligned with other ministries and plans to be viewed in the government within a week.
The Minister explained that a special framework for the construction of the border is needed to accelerate this process. Otherwise, it is not possible.
She pointed to a number of areas planned to be regulated by the future law: “The reasons are several. There is a question of forests on the border band – who is responsible for deforestation [..]; who is responsible for supervision and control of the building project. The way in which we use of land for the construction of the border if it is not owned by the State.”
Normally, all these processes require a lot of time. “Although we have to comply with the legal framework […], we need a specific solution so that we can carry out all these procedures so that we can start building more quickly,” Golubeva said.
Procurement could take place in the format of a negotiated procedure rather than in an open contest. “There will be a number of bidders in any case, but this process will not take so long,” Golubeva said.
In addition, the Ministry of Interior considers that the construction of the border should be entrusted to a State capital company, which would attract subcontracting to specific jobs.
