VDD recalled that the representatives of the special services of these countries most frequently address and attempt to recruit Latvian nationals in the territory of their country. The first encounters are most frequently on the border, with representatives of the special services being disguised as border guards, but they may also use other coverings.
Therefore, VDD advised Latvians to be cautious when coming into contact with any Russian and Belarusian state and local government authorities, as well as persons working in state enterprises and higher education institutions, research institutes, and the high-tech sector.
In view of the high risks, VDD requests anyone who has to cross the Russian or Belarusian border to be careful and to turn to the service regarding potentially suspicious situations: increased inspections and interviews have been carried out during the border crossing or during the stay in those countries, as well as access to the person's electronic devices. Similarly, VDD calls on Latvian residents to inform the Service of cases where unjustified charges are raised in an infringement or crime or when an invitation is made to cooperate with Russian or Belarusian special services.
