There will have to be at least 25 students per class in high schools in Riga and other large cities, and at least twelve per class in high schools in the regions, according to the Education and Science Ministry's draft regulation on the minimum and maximum student numbers per class in high school, reported the LETA newswire.

The draft regulation also states that the government will have the right to decide the criteria and procedure of teachers' remuneration in high schools that fail to meet the requirement on the minimum student number per class.

According to the ministry's data, the average number of students per class in high schools in cities is 23.77, ranging from 10.9 students per class in Oskars Kalpaks School in Liepaja to 39 in Daugavpils High School No. 13. In high schools in the regions, the average number of students per class is 13.43, ranging from five in Rauna High School to 33.67 in Svente High School.

The ministry's numbers of students per class in high schools are based on the current average number of schoolchildren per class in primary schools in cities and in the regions.

The regulations are to come into force on September 1, 2018.
