The documents prepared by the IZM will be viewed by the government in the first half of August.
The IZM has developed four basic principles to guide the education system in the coming school year:
- The principle of onsite education, regardless of the cumulative morbidity;
- The principle of a safe education institution: instead of 'safe municipality' principle, it requires that if the situation for onsite learning is favorable in a given school, onsite learning can be carried out even if there is a high or very high epidemiological risk in the area;
- The principle of effectiveness of vaccination: employees of educational establishments who have vaccinated can work in person;
- The principle of independence of the founder/manager of the educational establishment: the head of the school shall be responsible for taking decisions on the conduct of the educational process.
In higher education, it is planned that vaccinated people and those who have overcome Covid-19 shall be able to study on-site. All education establishments will have to take into account requirements and safety guidelines of ventilation, rotation of groups with no contact, necessary testing, and other rules yet to be outlined.
In order for the proposals to have legal effect, they still need to be drafted in the form of Cabinet regulations and adopted by the government.
