Nearly 2,000 children in Latvia do not get mandatory education

In this school year, 1,881 pupils of mandatory education age are not attending any Latvian educational institution, according to data compiled by the State Education Quality Service (IKVD), LETA reported on February 26.

Another 14,289 children declared in Latvia live and learn abroad.

The IKVD reiterated that all children of compulsory education age in Latvia must be registered in educational establishments and have basic education.

Information on children not attending any educational institution is compiled by municipalities. On 1,752 of the 1,881 children, municipalities have no information. For the acquisition of information, local governments shall survey the declared place of residence of children or parents and send letters with a request to provide information regarding the location of the child.

In most cases, however, municipalities say that the family is not present at the declared address. It is presumed that a large part of the children for which the local government has failed to obtain information are located abroad, but have not informed the educational institution, local government, or other institutions.

Regarding the children for whom municipalities do have information, it is known that ten have been expelled from a remote or distance learning program, 32 have been now deducted from kindergarten for non-attendance, one has disappeared, seven have entered from another country, eight have long been ill, and eleven are disabled. Four attend an educational institution of interest or vocational orientation. Fifteen are homeschooled and 20 have postponed starting education to the following school year.

As a result of the liquidation or reorganization of a school, 21 pupils have left studies. 

When assessing this data over the last three years, the number of students not attending school is increasing. In 2020/2021, 902 pupils did not attend school, and in 2021/2022 it was 1,605 pupils.
