The amendments to the law are intended so that minors of Ukraine can continue to successfully participate in the Latvian education system and society as a whole.
The government agrees with the Ombudsman's view that it is particularly important for children who have been exposed to military conflict to return to a stable learning process in order to recover more quickly from their traumatic experience. At the same time, the early integration of a Ukrainian minor civilian into Latvian society, including the provision of education in the official language, will have a long-term positive effect on the child in order to successfully integrate not only among peers, but also in the education system, in public and civil activities.
The government said that it is in the best interest of Ukrainian children to receive education in the official language while providing intensive support measures for overcoming linguistic challenges.
According to the data of the State Education Information System, as of 11 July 2022, a total of 3822 Ukrainian civilians had been registered in Latvian educational institutions, including 1463 students registered in minority educational programmes.
