Healthcare union protests against planned changes in emergency services

The Latvian Health and Social Care Workers' Trade Union (LVSADA) has submitted a request to the Emergency Medical Service (NMPD) to cancel the planned reforms in the service, the union said in a statement on November 26.

The planned changes envisage reducing the number of on-call teams at night and gradually moving from three to two-person teams. If the dispute over the reforms cannot be resolved through negotiations, the union is ready to go to court.

The reforms have to take place as funding for the NMPD has been reduced by EUr 1.6 million for the next year.

In a statement to the media, LVSADA said that a collective rights dispute claim, which is a mechanism for resolving disputes between employers and workers, had been submitted to the NMPD management.

The union had already asked the NMPD on November 20 to rescind the order on changes in work organization, pointing out that the current collective agreement of the NMPD stipulates that mutual consultation on the reorganization (dates, reasons, consequences, and measures for employees) takes place no later than six weeks before the reorganization starts.

The union stated in a press release that no such consultation had taken place, the NMPD management informed the union representatives verbally on November 11 of the order and stated that no changes to it were possible anymore. Trade union representatives were not consulted during the drafting of the Order.

In a letter on November 22, the NMPD management refused to comply with the request submitted by LVSADA, the trade union claimed.

If the ongoing dispute cannot be resolved through negotiations, LVSADA is ready to go to court.
