The State Chancellery has provided a handy one-stop website on COVID-19 related measures, restrictions, safety, rules, and advice. On May 18, the newest update on the COVID-19 control measure compilation was published.

Physical distancing and epidemiological safety measures:
- 2 metre distance between persons
- No more than 25 persons at the same event
- Observing hygiene and using disinfectants with an alcohol content of at least 70%
- Duration of events: 3 hours for indoor events, no restriction for outdoor events
- In public places and at events, the availability of disinfectants for visitors and compliance with regulations must be ensured

Allowed, on the condition that physical distancing and epidemiological safety measures are being followed
Forbidden

Health

Tested positive for Covid-19     - To leave home
- To have guests and visit others
- To go to school or work on-site
- To use public transport services
Signs of an acute infectious respiratory disease     - To go to work if this could put others at risk

Public transport

Using public transport   - Nose and mouth coverings must be used (a self-made or purchased mask, scarf, shawl, and other solutions are accepted)
- Hygiene measures must be observed
Instructions available on public transport must be observed
- Persons who have tested positive for Covid-19 must not use public transport

Education

Nursery schools   - On-call groups may operate, and the order of stay is determined by the nursery school
- Pre-school children may be prepared for the 1st grade on-site
 
On-site studying   - On-site consultations may be provided for preparing students for the final examinations of secondary and secondary vocational education  
Exams - Final exams will take place for 12th grade and vocational school students - Latvian language exams for minority education programmes may be organised on-site - Exams for 9th grade students have been cancelled
Sports activities   - Trainings in non-contact sports may be organised, with the exception for children under 7 years of age - Competitions must not be organised
Interest-related education   - Interest-related education classes for adults may take place remotely - On-site interest-related education classes for children must not be organised
- Camps for children must not be organised
Graduations   - Schools may organise the receipt of graduation documents on-site for up to 25 persons with no guests - Schools must not organise graduation celebrations

Culture, entertainment, leisure

Working hours   - Entertainment, cultural, sports, and other recreational places may be open from 6.30 to 24.00 - Must be closed in the night, from 24.00 to 6.30
Public indoor events   - May be organised according to regulations  
Public outdoor events   - May be organised according to regulations
- Outdoor drive-in events, during which the visitors stay in their cars, may be organised (regardless of the number of participants)
 
Pickets, demonstrations, processions   - May be organised according to regulations  
Church services and other religious activities   - May be organised according to regulations
- Places of religious activity may be open from 6.30 to 24.00
- Places of religious activity must be closed from 24.00 to 6.30
Bars, restaurants, cafés   - Allowed to operate, subject to the rules and limiting the number of visitors to no more than two persons or one family at one table   
Sports   - Individual trainings may take place only under the guidance of a coach
- Non-contact sports trainings may be organised for participants from the age of 7, subject to the rules and ensuring that different training groups do not physically overlap, for example in changing rooms and sanitary facilities.
- Competitions must not be organised
- Contact sports trainings and classes must not be organised
Gambling     - Forbidden

Private events

Indoor gatherings    - Events may be organised for a maximum of 25 persons, observing a 2 metre distance between persons, ensuring disinfection, and not exceeding the 3-hour limit   
Outdoor gatherings   - Events may be organised for a maximum of 25 persons, observing a 2 metre distance between persons and ensuring disinfection   
Weddings, baptisms, funerals   -  Events may be organised for a maximum of 25 persons, observing a 2 metre distance between persons, ensuring disinfection, and not exceeding the 3-hour limit when indoors  
Events at work   - Events may be organised for a maximum of 25 persons, observing a 2 metre distance between persons, ensuring disinfection, and not exceeding the 3-hour limit when indoors  

Shopping

Shopping centres - All stores are also allowed to operate in shopping centres during weekends and holidays. - Signs with instructions on physical distancing and current security measures must be displayed
- The number of visitors must be limited at the location of sale
- Children's play, entertainment and nursing rooms are prohibited

Trips abroad

Private trips - When returning from Lithuania or Estonia, 14 day self-isolation is not obligatory
- Tourism trips can be organised in the territories of Latvia, Lithuania, and Estonia from 15 May
- The need for the trip must be carefully considered
Movement through Latvia, Lithuania, and Estonia is allowed from 15 May
- Upon arrival in Latvia from foreign countries outside the territories of Latvia, Lithuania, and Estonia, public transport may only be used in order to get to the place of self-isolation and a mouth and nose covering must be used
- International passenger transport outside the Baltic States is not operating, except for repatriation flights and other transport with the permission from the Minister of Transport
Business trips   - The need for the business trip must be carefully considered
- Business trips are allowed with permission from the Investment and Development Agency of Latvia
- Upon arrival in Latvia from foreign countries outside the territories of Latvia, Lithuania, and Estonia, public transport may only be used in order to get to the place of self-isolation and a mouth and nose covering must be used

 
 

State and municipal services

The State and local governments   - Services are recommended to be given and received remotely  
Long-term and short-term visas for entering Latvia   - Visas for entering Latvia are being issued in specific cases - for diplomats, for humanitarian reasons, for cargo carriers, seafarers, and in the interests of the state  
Public participation   - On-site public discussion meetings of up to 25 persons may be organised, observing a 2 metre distance between persons
