When arriving from the heavily affected countries, cultural workers will be exempted from the requirements for self-isolation if a person does not show signs of an acute respiratory disease. This applies to persons who arrive at the invitation of a cultural service provider registered in Latvia or a public event organizer in order to perform work duties related to the organization of such events.
The exception applies to directors, scenographers, costume artists, actors, soloists, musicians, conductors, ballet artists, concert masters and choreographers.
Organizers of events must ensure that these cultural workers comply with self-isolation outside of working hours 14 days after arrival in Latvia, and ensure that they are transported to work, preventing the use of public transport.
Similarly, prior to the arrival of these cultural workers, organizers of the events must provide a statement to the Ministry of Culture regarding their duties in the activities, the purpose and duration of their stay. It should also be confirmed that the person arriving in Latvia is not infected with COVID-19.
The organizers of the events must also certify that the costs of medical treatment will be covered if a COVID-19 infection is present with the cultural worker concerned.
The possibility for the Minister for Culture, in agreement with the Minister for Health, to make such an exception is provided for by government rules on epidemiological security measures to limit the spread of COVID-19 infection.
