The municipality said that the Law on Gambling and Lotteries gives municipalities the right to determine in the binding regulations of the municipality the places and territories where gambling is not allowed. Consequently, the number of gambling venues in Daugavpils may be limited in accordance with the public interest and this competence has been transferred to the municipality.
The municipality intends to prohibit gambling halls within 150 meters of municipal institutions, churches, schools, post offices, credit institutions, social services, apartment blocks, hostels and sports education establishments.
A public inquiry on the draft binding provisions is underway, in which all residents of Daugavpils are invited to participate.
