If the documents are not submitted on time, the permanent residence permits will expire two weeks later and these Russian citizens will have to leave Latvian territory by October 13, 2025.
They will receive information letters from the administration in early August.
Russian citizens who had permanent residence in Latvia before acquiring this citizenship and who have also received permanent residence permits must submit documents to the PMLP to apply for European Union permanent resident status in order to continue living in Latvia.
Maira Roze, head of the administration, explained that they "have until 30 June next year to receive documents stating that they wish to apply for the status of a permanent resident of the European Union. And one of the basic compulsory measures is to pass the A2 national language exam. So all those who have to take the exam have to take it on time and then submit their documents by that date".
The PMLP urges people not to postpone this obligation to the last minute, as there are no additional possibilities. Persons aged 75 or over and those whose health does not allow it are not required to take the examination.
These Russian citizens will receive information letters to their declared place of residence in early August this year. The loss of the letter will not exempt them from the obligation.
"In the previous period, we saw that even spouses did not know that their spouse was subject to something like this; others had thrown it out as an advertisement, taken it out of the letterbox without paying attention to who the sender was, and thrown it away. So, of course, this does not change the responsibility," Roze pointed out.
"There are two ways of submitting a document, either by sending documents electronically using e-signatures or by post," she added.
So far, 60 people have been issued departure orders under the previous Immigration Law amendments.
Of the seven decisions to forcibly expel Russian citizens, three have been executed.
2,000 Russian citizens have already left on their own.
