Latvian corruption cops investigate construction bribery case

The Corruption Prevention and Combating Bureau (KNAB) has handed over to the prosecutor's office a bribery case involving the construction process at the Riga East Clinical University Hospital (RAKUS), the KNAB said.

Latvian Television (LTV) has information that the company involved is LVS Building. Jolanta Lāce, the owner of LVS Building, did not comment to LTV and asked to call the company's lawyer, who is on vacation and would be able to reply at a later date.

Evidence obtained in the KNAB investigation shows that the contractor incited the company's representative to pay a bribe of EUR 2,000 to the construction supervisor to sign construction documentation which contained incorrect information about the works carried out at the RAKUS site.

As a result of the pre-trial investigation, the KNAB requested the Prosecutor's Office to initiate criminal prosecution against the contractor for incitement to commit a criminal offense and the company's representative for bribery.

KNAB closed the pre-trial investigation by sending the criminal case materials to the Public Prosecutor's Office.

The Public Prosecutor's Office, as the instigator of the proceedings, must now decide on the further course of these criminal proceedings, which were initiated on October 9, 2023.

Ineta Cīrule, Deputy Head of the KNAB for Investigative Activities, said: "Bribery is not only a criminal offense, but also an expensive method of developing a business strategy. If an entrepreneur gives a bribe for the benefit of his company, not only his liability is assessed, but also that of the legal entity. Therefore, the company may be subject to various sanctions, ranging from the recovery of money, which may even be several times the amount of the bribe, and the prohibition to participate in state and municipal tenders, to the liquidation of the company. It can also result in a ruined image and reputation for the company, on which its viability largely depends."
