The investigation was completed on December 29, and the office made a decision not to initiate criminal proceedings.
The KNAB inspection did not find that any official of the Transport Department of the Riga City Council had abused their official position, or performed it intentionally or negligently in a low-quality manner, as a result of which the municipality's financial resources would have been used illegally.
At the same time, the departmental inspection of KNAB found possible deficiencies in the operation of the Riga City Council's Traffic Department in complying with construction regulations in the field of road repair works and the relevant information was forwarded to the Construction State Control Office for further evaluation.
KNAB started the inspection in August. Originally it was the result of a whistleblowing incident. Based on the whistleblower's report on possible violations in the organization of road repairs, the Acting Director of the Traffic Department of the Riga City Council, Jānis Vaivodas, and the Head of the Traffic Infrastructure Administration, Andrejas Urtānas, were suspended from their positions for the duration of the disciplinary investigation but later reinstated. It also led indirectly to the resignation of Rīga mayor Mārtiņš Staķis.
