President issues two more pardons

President Edgars Rinkēvičs granted clemency to two prisoners in his latest review of applications, bringing his number of presidential pardons issued so far to three.

It's still early in his presidency, but the two new pardons means that so far he has been one of the more willing presidents of recent years to issue pardons.

According to the presidential website, he reviewed 14 cases in the most recent batch, bringing the total number of cases reviewed to 43 and the number of pardons issued to 3. Details of the identities of those seeking and granted clemency are not published, and nor are details about the reasons they were convicted by a court.

Under the terms of the constitution, the State President has the power to grant pardons to convicted persons. The President of Latvia can replace the uncompleted phase of imprisonment with a different and softer form of punishment, exempt the offender from serving the primary or additional penalty wholly or partially, or expunge the punitive record of the person concerned.
