President Levits pardons first prisoner

Latvian Ppesident Egils Levits has issued his first presidential pardon, his office announced September 18.

After being presented with 18 potential cases for clemency, he approved one for a pardon. The recipient of the pardon was unnamed.

Under the terms of Latvia constitution - on which Levits is something of an expert - "The President has the right to grant clemency to criminals against whom judgment of the court has come into legal effect. The extent of, and procedures for, the utilisation of this right shall be set out in a specific law. The Saeima []arliament] grants amnesty."
