“The differences in rainfall amount are very large – there are places where even too much precipitation has occurred; there are places where there has been rain but wetted only the surface of the soil, so it is dry; and there are places where it has been very sad and there has been no rain has been for months, potatoes have only been able to partially sprout or have failed to sprout at all," Narvils outlined the overall situation.
