Electric scooters will require license and registration in Latvia

Electric scooters will only be allowed to be used from the age of 14 with a cycling or any other category license. Scooters will also require registration, according to amendments to the Road Traffic Law supported by the Saeima on Thursday, June 22.

The amendments were supported unanimously.

Amendments to the Law prescribe that a person who has not reached the age of 14 is prohibited from participating in road traffic with an electric scooter. On the other hand, a person aged 14 years or older is allowed to participate in road traffic with an electric scooter, if he or she has the license to drive a bicycle or any category of vehicle. A verification will be carried out on the mobile application or website of rental.

Local governments are entitled to prescribe rules for the use of shared vehicles, speed limitation zones, and parking exclusion zones.

The amendments provide for the mandatory registration of electric scooters. The registration requirement comes into force on January 1, 2024 and registration must be done until March 31, 2024.

More severe penalties have been imposed on electric scooters and also on bicycles, including for the use of a smart device while driving, or using the vehicle under the influence of alcohol.
