On Saturday, February 3, around 2 p.m., in a shopping center in Riga, security officers noticed a man urinating in the hallway. The guards detained the man and called the State Police to the scene.
Law enforcement officers found out that the unnamed man was a citizen of Lithuania born in 1984. Previously, he had come to the police's attention once before for a disturbance during a flight.
The offender became aggressive towards the police, and glorified Russian war crimes and the Russian dictator Vladimir Putin, that is, he expressed the desire for Russian troops to enter Latvia. Taking into account the man's statements, in addition to his inappropriate micturation location he was detained.
In connection with the incident, criminal proceedings were initiated for the justification of genocide, crimes against humanity, crimes against peace and war crimes (first part of Article 74.1 of the Criminal Law). For such a crime, the law provides for deprivation of liberty for a period of up to five years or temporary deprivation of liberty, or probation supervision, or community service, or a fine. Also, a process of administrative violations has been initiated against the man for disturbing public order.
On February 5 of this year, the aforementioned Lithuanian citizen was fined 10 minimum wages, that is 7000 euros, by the order of the Prosecutor of the Eastern Prosecutor's Office of Riga. The investigation continues with regard to the administrative process.
