The National Cyber Security Index (NCSI) is a global live index, which measures the preparedness of countries to prevent cyber threats and manage cyber incidents.

The NCSI focuses on measurable aspects of cyber security implemented by the central government including legislation, organisations, cooperation formats and outcomes. However it should be noted that the rankings currently cover 31 countries, so there are many which are yet to be included – including major players in cyber security such as the United States, Germany and France.

Latvia is rated particularly highly for cybersecurity policy and education, but less well for research and development and global contributions based on data from November 2023. The top five consists of Poland, Australia, Estonia, Ukraine and Latvia. You can see the full rankings and methodology here.
