The app is designed to integrate with an EU-wide Covid certification scheme that it is hoped will increase opportunities for safe travel and access to services in Latvia and other countries. Service providers, event organizers and any institution that verifies citizens' digital certificates are invited to use the mobile application.
However, some people responding to Pavļuts announcement said they were having trouble finding the app or of differentiating it from other similarly-named apps that are available.
The National Health Service (NVD) then clarified that while the Covid-19 certificate app was already available on Apple's App Store, confirmation was still be awaited from Google for the app's inclusion on its Play Store for Android devices.

"The advantage of the mobile application is the scanning of QR codes of certificates without an active internet connection," the NVD explained.
To date, more than 403,000 digital Covid-19 certificates have been created at the website www.covid19sertifikats.lv since June 1, which also features more information about the uses of the certificate in English, Latvian and Russian.
