The findings of the investigation have yet to be made public while those it names are given a chance to respond, but disciplinary measures against officials are expected, LTV journalist Judite Cunka reported.
The incident happened in May when two soldiers fell into the sea from a small boat during a training exercise approximately 18 kilometers from the Latvian coast. One of them drowned before rescuers arrived, the other was found alive but suffering from hypothermia.
According to one version of the tragic events that led to the death, a technical error meant that the boat in which the two soldiers were travelling did not stop when they fell overboard but carried on, leaving them stranded.
