Declaring a place of residence in Latvia: Questions and Answers

The Office Of Citizenship and Migration Affairs (PMLP) has produced another of its useful question and answer releases, this time focusing on the need for all people living in Latvia to declare a place of residence.

The advice is intended to answer five of the most commonly-asked questions encountered by the PMLP and its officials and is available in Latvian, English and Russian. How can I declare my place of residence?

You can declare the address of the place of residence in Latvia in two ways:

  1. on the portal Latvija.lv, using e-service "Declaration or designation of residence";
  2. at the residence declaration institution of local government (e.g. town hall), in which the new place of residence is located.

How can I check who has declared a place of residence at my property?

If you are the owner of the immovable property or his or her authorised person, and the property rights are recorded in the Land Register in accordance with the procedure stipulated by law, you may receive the updated information included in the Register of Natural Persons free of charge on the persons, who have declared their place of residence in this property, or receive information about the number of persons, who have declared the address of the place of residence in this property.

You can request the information:

  1. the owner of the immovable property (natural person) electronically by using the e-service “Persons declared at my property”;
  2. by sending an electronically signed application to the official electronic address (eAddress) of the Office of Citizenship and Migration Affairs or to the e-mail address [email protected];
  3. by sending a signed free form application via mail to any territorial unit of the Office of Citizenship and Migration Affairs to Čiekurkalna 1.līnija 1, k-3, Riga, LV-1026

What to do in order to de-register an incorrect name from my place of residence?

In order to de-register an incorrect name from your property, you have to present a submission regarding annulment of the declared information to the local government authority, within the administrative territory of which the immovable property is located.

The local government authority will perform examination of the declared information and if it will establish that the person declared at the property does not have any right to be declared there, it shall annul the information about the declared address of the place of residence.

How can I notify about indication of the place of residence abroad?

If you live, work or study abroad, you have an obligation to notify the Office of Citizenship and Migration Affairs on the address of the place of residence of you, your minor child, the person being in your custody or guardianship abroad.

  1.  by using the e-service of  the Office of Citizenship and Migration Affairs "Declaration or designation of residence";
  2. by sending an electronically signed application to the official electronic address (eAddress) of the Office of Citizenship and Migration Affairs or to the e-mail address [email protected];
  3. by sending a signed free form application via mail to any territorial unit of the Office of Citizenship and Migration Affairs to Čiekurkalna 1.līnija 1, k-3, Riga, LV-1026;
  4. by turning to the representative office of Latvia abroad.

How to establish your previous declared or registered addresses of the place of residence?

The statement from the Register of Natural Persons may be requested remotely:

Information is issued in both, the paper form as well as electronically, regarding which the relevant payment of the State fee shall be made.

How can I indicate an additional address?

A person declaring the place of residence or his or her legal representative, or a person, being authorised in writing by the declarer of the place of residence or his or her legal representative, has the right to specify in the declaration one additional address in Latvia or abroad, as well as the time period, during which he or she can be reached there.

Information about the additional address may be changed without submitting a new declaration (it is possible to indicate, change or terminate your additional address electronically as well as by writing a submission in free form to the Office)

For members of diaspora, in order to receive certain services, the additional address in Latvia will be considered as equal to the declared address of the place of residence. This is provided in order to let the persons, who wish to return to Latvia, for example, in a timely manner, still before re-emigration, to register the children in the kindergarten or school, as well as in general to facilitate their integration into the Latvian labour market, society and access to public services.
