Reader appeals for insignia info

We have been contacted by a reader, Barbara Laimins, who would like to discover the significance of some family items she recently discovered. Perhaps one of our other readers can provide the necessary expertise?

Barbara writes:

"I was going through some belongings of my husband’s uncle who was born in Latvia in 1927 and recently passed away.  Amongst his belongings, I found a case containing pins and numbers (see picture).  I am hoping that you can help me understand the importance.  Juris obviously cherished them as they remained with him when he emigrated to England, became a merchant seaman and then eventually went to the United States. 

Thank you in advance for any information you can provide."

So, over to you, readers. The items appear to be from the period of Latvia's first independence, but can anyone be more precise? We've also passed the picture to the Latvian War Museum, who we hope will also provide their considerable expertise.
