Riga mayor Nils Ušakovs announced the initiative via Twitter.

The two cats, named Kuzya and Muris, are popular additions to the mayor's office. Indeed, if the lines at open doors day events at City Hall are any indication, the pair are probably more popular than the mayor himself.
"The main message the cats of Riga are trying to deliver is very straightforward - we have in Riga high-lass restaurants and cosy hotels with prices significantly lower than the European average," says an accompanying press release.
The two cats are even ready and willing to meet tourists in person at Riga City Hall's reception, the mayor added.
However, while human tourists are undoubtedly welcome, any cats lured to Riga by the promises of Kuzya and Muris should take care to have their identification papers with them at all times as the city council website also contains extensive advice on how to deal with stray cats by sterilization.
