Liepāja bus company agrees to pay penalty for cartel participation

Liepāja public transport company JSC “Liepājas autobusu parks” intends to withdraw its court appeal and has committed to pay the fine imposed on it in the amount of EUR 862,700 for participation in a public transport cartel, Competition Council (KP) said on October 31.

KP and “Liepājas autobusu parks” have signed an administrative agreement on October 27 to end the legal dispute.

The company has pledged to withdraw its application to the court against the KP decision, pay the fine imposed for participating in the cartel, as well as further educate employees on competition law issues.

The decision by which the KP found a cartel of JSC “Liepājas autobusu parks”, “Latvijas sabiedriskais autobuss” Ltd and JSC “Nordeka” in procurement organized by “Road Transport Administration” regarding the provision of public transport services by buses on routes of regional significance for ten years was taken on January 5 this year.

A total fine of EUR 1,974,923.81 was imposed on undertakings for the infringement of competition law.

“Liepājas autobusu parks” has been fined EUR 862,700, “Nordeka” – EUR 637,600, while “Latvijas sabiedriskais autobuss” – EUR 474,600.

The companies appealed the KP's decision in February this year.
