Rail Baltica announces track design tenders, names business plan winner

The first tenders for design of the Rail Baltica high-speed railway in Estonia and Lithuania were announced in late December, taking one more step towards turning the ambitious project into a reality, the project's official website said on January 9.

The objective of these tenders is to provide building design and design supervision services for the construction of railway track substructure and superstructure, as well as related civil structures on the new standard gauge passenger / freight high speed double track electrified railway Rail Baltica line sections from Pärnu to Rapla in Estonia and from Kaunas to Ramygala in Lithuania.

The joint venture of the three Baltic States, RB RAIL, has announced competitions for “Design and design supervision services for the construction of the new line from Pärnu to Rapla” and “Design and design supervision services for the construction of the new line from Kaunas to Ramygala” that are procured for the Ministry of Economic Affairs and Communications of the Republic of Estonia and the Ministry of Transport and Communications of the Republic of Lithuania. Proposal submission deadline for both tenders is January 29, 2018.

“We certainly can admit that we have entered the design phase of the Rail Baltica project in three Baltic states. Last year we started with preparation of the Design Guidelines and Eiropas Dzelzceļa līnijas announced the the tenders for design of the passenger stations in Latvia, we worked on the consolidated preliminary technical design in the Baltics and finally issued the first detailed technical design tenders in the end of 2017. These two competitions are only a few of many upcoming railway design tenders to be carried out until 2022,” said Jean-Mark Bedmar, Senior Engineer of RB RAIL AS.

Each competition consists of two stages: (1) selection of candidates who will be invited to submit a proposal in the second stage of the Competition and (2) evaluation of the proposals submitted by candidates which were invited to submit a proposal and award of rights to conclude a contract. The detailed information on the scope of the services to be procured shall be provided to the candidates qualified in the first stage of Competition.

Meanwhile, RB RAIL has also announced the winner of the competitive procedure with negotiation on long-term Business plan development. According to the decision made based on the most economically advantageous offer, the Procurement commission awarded the contract to “DB Engineering & Consulting GmbH” of Germany.

The contract amounting to 359,850 euros excluding VAT (but including travel expenses and daily allowance expenses) was signed on January 8th, 2018. 

In total, six applicants submitted their requests to participate for the competitive procedure with negotiation - DB Engineering Consulting GmbH, The Boston Consulting Group, Ernst & Young Baltic SIA, KMPG Baltics SIA, PricewaterhouseCoopers SIA and Deloitte Latvia SIA.
