Defense Minister finds military sculpture waste of money

On October 11, the Minister of Defense, Andris Sprūds, initiated a service audit regarding the construction of a "militarized sculptural composition" with a tracked armored personnel carrier CVR(T) at the military base "Ādaži". The Minister considers this to be a waste of funding.

The audit will assess how decisions were taken on the implementation of the project idea, the amounts and procedures for design and construction procurement, as well as the control of their implementation.

"Having seen the history of project implementation and cost increases starting in 2020, I have commissioned a service review to look at the decision-making process and assess value for money. Financial spending that is not economically justified is not acceptable. I have instructed a detailed assessment of the decision-making process and concrete proposals to prevent a recurrence of similar situations," said Minister of Defense Andris Sprūds (Progressives). 

With the initiation of the service review, the Minister of Defense has instructed the sectoral units to submit proposals to prevent the recurrence of similar situations. The deadline for the completion of the service review is October 31.

At the end of 2020, the National Centre for Military Objects and Procurement received a request from the Joint Headquarters of the National Armed Forces to include a "militarized sculpture composition" in the Defense Sector Construction Programme. On February 14,  2022, the contract was signed and payment of EUR 29 690 was made for the development of the construction project. The construction contract with AS "R.A.J." was concluded on 31 August 2023 for an amount of EUR 153,325. The construction of the "militarized sculpture composition" is now complete.
