In order to ensure the conditions necessary for the border guarding system, it is necessary to build a national borderline of 173 kilometers, including a fence of 134 kilometers, according to the Ministry. To execute the construction, it is necessary to ensure supervision, evaluation of growing trees, a cadastral survey of land units, management of the construction project, and other activities.
According to the Ministry's report, EUR 29,563,142 is needed to complete the part of the Latvian-Belarusian border infrastructure which currently has no structures in place. The Ministry added that this amount is indicative, as individual pricing of measures may change due to inflation and specific solutions.
In the meantime, the construction of the infrastructure of the Latvian-Russian border could cost EUR 11,347,412, but this amount is also indicative.
In order to reduce the illegal crossing of the State border in circumstances where it is not possible to create other obstacles to the violation of the border, it is possible to install a temporary barbed-wire fence at two or three levels. The construction of a barbed-wire fence is expected to take place at 18 different sections of the border, with a total length of approximately 37 kilometers. Indicative costs are EUR 1,729,421 with value-added tax.
To continue the construction of the State border infrastructure, it is necessary to select a contractor so that works can be started already this year. The Ministry has planned that the State Agency for Security will carry out procurements which will not be subject to the procedure in the Public Procurement Law, ensuring the selection of the relevant service providers among several potential bidders. In view of the current tense situation on the State border, the Ministry of the Interior foresees that procurement would be organized in such a way as to “effectively ensure the lifting of border guarding capabilities” for the protection of public interests, but competition would still be ensured.
