The incident took place on august 9 when a police patrol on the Ikšķile to Ropaži highway spotted a BMW car driving with children not only inside but also on the roof and hood.
The driver ignored orders to pull over and a hair-raising chase began that ended with the BMW crashing into the police car.
Amazingly, no-one was injured though police noted the driver "posed a serious threat to himself and his passengers".
In total 13 under-age passengers were accounted for.
The 21-year-old driver was revealed to be not only drunk but also without a license.
Criminal proceedings have been started, police said.
