Goulding cancelled her appearance in the last year's festival due to illness.
Other performers at Positivus this summer include Rae Sremmud, Kamasi Washington, Cigarettes After Sex and singer Margaret Glaspy.
Jose Gonzales, Mew, Austra with lead vocalist Katie Stelmanis of Latvian origin, as well as Julia Jacklin are to appear in the festival as well.
The festival will also feature a number of local acts and a number of performers is yet to be announced.
Tickets start at €75.6 for three days and single-day tickets are also available.
Last year about 30,000 people visited the festival.
