It is planned that on the Estonian side, the wind park will be located on the coast of the island of Saaremaa. On the Latvian side, it is planned between Pāvilosta and Užava. The confirmation of the Estonian side means that Latvia can start work on the environmental impact assessment in the coastal area.
Minister of Economy Ilze Indriksone was quoted: "ELWIND is a unique international project that will contribute to the development of the entire region. Both Latvia and Estonia have undertaken to do all the necessary preliminary work to auction off the prepared offshore wind farm territories to potential developers.
'The ELWIND project will increase the security of energy supply, bring Latvia closer to achieving the EU Climate goals, as well as promote the attraction of investments and the use of the sea's potential for the development of innovations. It is a long-term investment for a safer future".
The territory on the coast of Kurzeme and near the island of Saaremaa was selected based on the results of a feasibility study.
Estonian Minister of Economy and Infrastructure Rīna Sikuta said: "Estonian offshore wind energy is an untapped potential in relation to the transition to green energy, security of energy supply, and overall energy costs. We are pleased that, after careful analysis, we have chosen the most suitable place for the construction of a wind farm off the coast of Estonia and Latvia. In the study on wind farm location selection, different sea areas were analyzed. The best wind and other climatic conditions were found for the selected area west of Saaremaa island. This marine area is far from known flyways of migratory birds and other aquatic habitats”.
The ELWIND project is implemented by the Ministry of Economy of the Republic of Latvia, LIAA, and Latvian transmission system operator Augstsprieguma tīkls, the Ministry of Economy of Estonia, and the Estonian Environmental Investment Center.
