Snow tickets are introduced so that drivers opt out of taking their personal cars in atypical weather conditions for end of April. Many have switched to summer tires, which can be dangerous to drive in snow and ice.
Thus, drivers can use Rīga's public transport network for free, carrying the car's registration certificate or technical passport with them. It doesn't have to be presented to the driver, you must only be able to produce it in the event of ticket control.
Any person of age can use the 'snow ticket'. It's not necessary to carry a driver's license.
