The study outlines a forecast of usage, and recommendations for the detailed design for railway stations, covering all 7 international Rail Baltica passenger stations - Tallinn, Pärnu, Rīga, Rīga Airport, Panevėžys, Kaunas and Vilnius, and 4 Baltic airports – Tallinn, Rīga, Vilnius and Kaunas.
The study recommends that future Rail Baltica, should provide combined air-rail ticketing options by promoting cooperation between rail operators and airlines, provide integrated baggage services, and "provide the necessary infrastructural configurations at all international Rail Baltica stations to ensure a unified service standard and functionality."
According to the study, this will quickly become the busiest section of the whole Rail Baltica project, in terms of passenger numbers, as shown in the table below.
