Body found with signs of foul play; suspect detained

The body of a man with signs of violent death was found in Valmiera municipality Kocēni parish in early March. The State Police has detained a suspect, who has been placed under arrest. Police said March 12 they are continuing their investigation.

State Police said that information was received on March 3 this year that the body of a man with signs of violent death had been found at an unmanaged property in Kocēni parish. Criminal proceedings were immediately launched.

As part of investigative activities, it was established that the deceased was a man born in 1991 who had been declared missing in January. On March 4, police apprehended the alleged perpetrator -- a 1998-born man who had no "serious" criminal record.

Police are currently continuing their investigation, clarifying the man's connection to the alleged offense and appointing the necessary expertise.

By court decision, the detainee has been placed under a security measure – arrest.

Criminal proceedings have been commenced for the intentional unlawful killing of another person – murder (Section 116 of the Criminal Law), which is punishable by life imprisonment or deprivation of liberty for a period of five to twenty years and with probation supervision for a period of up to three years.

The State Police recalls that no person is considered guilty until his or her guilt in committing a criminal offense is proven in accordance with the procedures prescribed by law.
