Cell broadcast alert implementation moves forward in Latvia

Early warning systems or cell broadcasting technologies will be implemented in Latvia by the company "Meditec", LETA news agency reported October 3.

On Tuesday, October 1, the head of the Information Centre of the Ministry of the Interior (MoI), Āris Dzērvāns, said that the Procurement Supervision Bureau had recently decided to allow the contract to be concluded with the winner selected by the procurement commission. According to the information available on the Bureau's website, the winner is Meditec and its offer has been declared the most economically advantageous.

"We are in the phase of concluding the contract," said Dzērvāns. The total funding for the implementation of the system is €3.2 million - €2.7 million from the European Regional Development Fund (ERDF) and around €500,000 from the national budget.

The procurement process was not straightforward and the delays were due to the fact that there was a lot of activity on the part of some traders complaining about various aspects of the procurement, Dzērvāns admitted. The complaints took time to process, he said.

Firmas.lv information shows that the real beneficiaries of Meditec are Mārtiņš Sils and Māris Zvirgzdiņš. In 2023, the company had a turnover of EUR 4,724,956 and a profit of EUR 508,019.

It was expected that the cell notification system would be operational by the end of this year, but it is now planned that it might come in the spring of next year.

The cellular broadcasting system would allow rapid notifications to be sent to all mobile phone users in the affected area in the event of a threat. The Information Center of the Ministry of Interior announced in 2023 a public tender for the development and maintenance of an early warning system for a period of four years.
