The Saeima on Thursday, September 15, decided to exclude Aldis Gobzems, leader of the newly founded party Katram un Katrai, from participation in the next six meetings for violation of the code of conduct for Members, the parliament said.

This means that Gobzems will not be able to participate in any Saeima meetings until the end of the parliamentary term before the 14th Saeima elections on October 1.

The decision was taken after the Saeima Mandate, Ethics and Submissions Commission reviewed submissions requesting to assess Gobzems' remarks during a debate at the Saeima meeting on June 8 on the state social benefits system in relation to the amendments to the State Social Benefits Law.

The decision was taken by the Saeima on the basis of the findings of the responsible commission that Gobzems violated articles 5, 6, 7, and 16 of the Code of Conduct. They specify that:

  • the Member shall respect and always follow the Constitution, the Rules of Procedure of the Saeima, and other regulatory enactments;
  • avoid words, gestures, and other acts which may be offensive, not use insulting or inappropriate expressions in public statements;
  • the Member bases their claims on facts, their fair interpretation, and reasoning. The Member shall also be polite to the employees of the Saeima, other State and local authorities, and to any member of the public.

Last September, Gobzems was already excluded from six meetings for his refusal to present a Covid-19 certificate.
